Meet the Colorado Hispanic Republicans Board of Governors
Raymond Garcia – Chairman of the Board
Mr. Garcia is a Gulf War, Marine Corp veteran who served his country honorably from 1990 – 1998. During his enlistment he earned numerous awards and citations. He is an active member of the VFW. Mr. Garcia is a Native American. He and his wife Amy have 4 children, three daughters and a son. Mr. Garcia is a lifelong Republican who has served the party in various capacities including Chairman of HD1 for 4 years, Precinct Committee Person, Division leader, Chairman to GOP Congressional District 01, and he has worked on various political campaigns. Mr. Garcia was a candidate for the Colorado House of Representatives in 2014, 2016, and 2018. In 2016 he was elected as a Delegate to the Republican National Convention.
Greg Lopez - President / CEO
Greg has lived in Colorado for 35 years. He met his lovely bride, Lisa, while serving in the United States Air Force at Holloman Air Force Base in Alamogordo, New Mexico. They have been married 35 years and have been small business owners for over 25 years. They have two adult children. He is a service-disabled veteran. He was elected as the Mayor of Parker, here in Colorado, at the age of 27. Acting as his own campaign manager, with little money and considered an outsider with no real chance to win the election, Greg was able to mobilize the community on his behalf and won.
He served as Mayor of Parker Colorado from 1992 – 1996. The Town of Parker had a “strong mayor” form of government which meant he was both the Mayor and Town Manager at the same time, so every department director reported to him. He managed a staff of 145 employees and a budget of $10 million. The Town of Parker is in Douglas County which at the time had a minority population of less than 1%.
After leaving political office, he served as the President/CEO of The Denver Hispanic Chamber of Commerce, then President/CEO of Rocky Mountain Minority Supplier Development Council and then became the Colorado District Director for the United States Small Business Administration, the highest Federal position in the State representing small business.
Under his leadership, his team secured over $2.9 billion in small business loans, awarded $4.6 billion in federal contracts, creating and/or retaining 46,000 jobs for small business in Colorado.
While holding those distinguished leadership roles, he continued to be a co-owner along with his wife of GNL Concepts LLC.
Over the years, he has traveled throughout the state of Colorado as a talented and exceptional speaker talking to various groups and business with audiences from 10 to 1,000.

Martin Mendez - At-Large Board Member
Mr. Mendez is a native of Colorado, born in Longmont. He is married to his wife Faith of 19 years, and together they have one son and two daughters. He was raised in a Democrat household, but in 1985 he registered as a Republican and has remained so ever since because he believed his values aligned best with Republican values. He is a man of faith is strongly pro-life. Martin has served in various capacities within the Republican party as a District Captain, Precinct Committee Person, and delegate to various assemblies. He is a leader and an activist. From 2008 – 2010 he served as the Vice-Chairman of the Adams County Chapter of the Republican National Hispanic Assembly. He is the former chairman of CLaRO and the Colorado Hispanic Republicans. In 2008 he was a candidate Adams County Commissioner.
